If you’ve been looking into solar for your Alberta home, you’ve probably heard about CEIP—the Clean Energy Improvement Program. But with some cities paused and others wide open, what should you actually do right now?
Here’s what matters in November 2025.
What Is CEIP?
CEIP lets you finance solar (and other energy upgrades) through your property tax bill instead of taking out a traditional loan.
The benefits:
- Zero upfront cost (your city pays the contractor)
- Fixed, competitive interest rates
- One simple payment on your tax bill
- If you sell, the balance usually stays with the property
It’s Alberta’s version of PACE financing, and it’s run city-by-city through Alberta Municipalities.
The Current Situation (November 2025)
CEIP demand exploded after the federal Greener Homes Loan closed. Now:
✅ Open cities: Airdrie, Edmonton, Lethbridge, Medicine Hat, St. Albert, Strathcona County, and more are accepting applications.
⏸️ Paused cities: Calgary, Spruce Grove, Leduc, and Grande Prairie hit capacity and paused intake. Calgary hasn’t announced a reopening date. Spruce Grove says they may reopen in 2026.
Good news? Programs aren’t dead—they’re processing applications and waiting for more funding. Bad news? When they reopen, it’s first-come, first-served.
Why You Should Act Now (Even If Your City Is Paused)
Here’s what most people don’t realize: You can’t apply without everything ready.
CEIP requires:
- EnerGuide home evaluation (takes 3–6 weeks to book and complete)
- Full solar system design
- Detailed quotes from CEIP-qualified contractors
- All paperwork organized and submitted correctly
If you wait until your city announces “We’re open again!” you’ll be competing with hundreds of other homeowners who are also scrambling to get quotes and evaluations.
The people who get funded are the ones who are ready on Day 1.
Your November 2025 Action Plan
If Your City Is Open for CEIP:
Step 1: Gather your last 12 months of power bills.
Step 2: Contact a CEIP-qualified contractor to:
- Size your solar system correctly
- Start your EnerGuide evaluation
- Prepare your quotes and design
Step 3: Submit your pre-qualification application through your city’s CEIP portal.
Timeline: Expect 3–6 months from application to installation when everything flows smoothly.
If Your City Is Paused (Calgary, Spruce Grove, Leduc, Grande Prairie):
Don’t wait. Get CEIP-ready now.
Step 1: Send your power bill to a qualified contractor and get your system designed.
Step 2: Get your EnerGuide evaluation scheduled and completed.
Step 3: Have your full quote and documentation package prepared.
When your city reopens (likely 2026), you’ll submit immediately while others are still figuring out what solar even costs.
The Bottom Line
CEIP isn’t dead—it’s just crowded. Cities that paused intake will reopen when they secure more funding, but there’s no guarantee when that happens or how long the window stays open.
What you can control: Being prepared.
The homeowners who get CEIP funding in 2026 won’t be the ones who “wait and see.” They’ll be the ones who started in November 2025.
